- Not without a PS developer license
- requirements:
- Form a Corporate Entity (Strongly Recommended)
- Obtain an Employer Tax ID Number (Recommended)
- Static IP (Required for DevNet Access)
- You must be physically located in a SCE Region:
- US, Mexico, Central America, South America, or Canada (SCEA region) -> http://us.playstation.com/develop/
- Europe, Russia, Middle East, Africa, India, Australia or New Zealand (SCEE region) -> http://develop.scee.net/software
- Japan (SCEJ) or Southeast Asia + Hong Kong SCE Asia - > http://www.jp.playstation.com/pdr/
- Korea (SCEK) - > http://www.scek.co.kr/partner/game.sce
- Complete online registration
- Sign the NDA & Developer Application
- Agree to the Developer Agreements
- Setup devnet access with above static IP
