Removed false claims/lies and ignorance

on minver 3.60 consoles (thus hardcoded lockout in metldr and possibly bootldr + syscon:
- no 3.56+ private keys can be used/obtained
- no 3.56+ downgrade can be done
- no 3.55(-) keysets can be used
