Not so much info about this Software but it seems that it works similar to the PS3 Target Manager with the difference that you can control your Targets directly from the Windows-Shell (Rumor).
The Neighborhood for PlayStation 4 provides a additional graphical user interface through the Windows-Explorer which allows developers to interact with their Nonretail consoles for several tasks like to execute Applications on the PlayStation 4 and to manage their Targets via network during the development process, for example. It's a part from the SCEI PS4 SDK but it links different tasks with other Software components, such as:

* Target Manager Server
* Target Manager Api
* File System Driver
* Console Output for PlayStation 4
* Settings for PlayStation 4
* Target Operations for PlayStation 4 Application
* Neighborhood dll handler for PlayStation 4
