Not so much info about this Software but it seems that it works similar to the PS3 Target Manager with the difference that you can control your Targets directly from the Windows-Shell (Rumor).
Problem is you can't install it without Target Manager Server (Setup will abort with the Error Message: "This application requires Target Manager Server. Please install this prerequisite then run this installer again.".
Versions available: 0.99.0.16
Extraction would lead to nowhere but it's possible.
