User Rights Requests and Suggestions

This is just a tentative draft to create some kind of feedback with all the wiki users about the user rights management
This frontpage could be protected (no edits allowed) informing about the process required to ask for new user rights (ie: someone asks for moderator rights) and to show the short descriptions of each group and his purposes
We can use the talk page to discuss and write as much we want, all the requests should be made in the talk page so it will be cleaned up frequently (but the log never deleted to keep a record of everything), keep in mind also that user A could be requesting user right changes for user B (either for good or for bad), also there is going to be people that is goong to ask for higher rights but doesnt deserves it and others that deserves i tbut are not going to ask for it because are shy, so get ready for long talks and discussions
