System Update Downloader

The updater will download the Playstation_Update_Package_(PUP) PSP2UPDAT.PUP on your Vita system and unpack it. once unpacked it will launch the updater.self (probably the Playstation_Update_Package_(PUP)#Filename_IDs 0x200 or the Playstation_Update_Package_(PUP)#Filename_IDs 0x204 ID) inside the pup.
