This is an unknown file, added in 0.996, very likely for security reasons.
Perhaps due to this file, perhaps not, downgrading from 0.996 to 0.990 is impossible.
It is however certain that it is due to signature checks.
Maybe the file contains All the Signatures (A.S.) necessary for validation of the PUP
