PGF is the PSP's font format.
It is discussed in yapspd and there are many implementations, including jcpsp, PPSSPP, libintraFont, pgftool, among others
Retail games may contain libfont.prx provided by SONY that can load the PGF file.
The exported functions are available at PSPLibDoc .
