This was a development firmware predating the release 1.00 (1.0.3) by a few weeks. It did not boot into an XMB as during this time, as the XMB was still unfinished.
When the system software boots up, it'll show a balloon demo, in the official SDK documentation, states that this was only to test if the system software was booted/installed correctly.
 
The entire XMB/VSH subset exists in the firmware (vshmain.prx and a few _plugin modules), but missing functionality to go into any of the categories other than Settings and Game.
