Make Homebrew on PS5 as of 12/28/2022, only possible with Unity game engine and Visual Studio software.
1 Make your Homebrew on Unity Engine
To get started, you must download the official Sony SDK for PS5 from the link below:

1.1 You have to go to the folder: 4. PS5 Support and download folder SDK2.000
1.2 Next, you run SDK_Manager.exe in this folder
1.3 Next, you need to install the Unity engine. To do this, go to the folder 1. Unity and follow up to 3 including it
1.4 After completing all these steps, you should again return to the 4. PS5 Support folder and follow the file with instructions in it
2 (Optional) Install PS4 support for parallel development on both platforms
